Description: The Institute for Market Transformation (IMT) seeks a Senior Program Associate to lead our work in the District of Columbia on green building policy and implementation of market transformation programs for energy efficiency in buildings. This is an exceptional opportunity to work at the forefront of market-based solutions to today’s climate, energy and urban challenges.

The role calls for a balance of project management and relationship skills, as the Sr. Program Associate will interface with key influencers and decision-makers in DC. She/he will work closely with: the DC Sustainable Energy Utility (DCSEU), city government (e.g. the District Department of the Environment and DC City Council), the real estate sector, and other community partners (e.g. Downtown BID). Successful candidates will have a track record that demonstrates their ability to work independently, to contribute effectively as a member of a team, and to collaborate across organizations. In addition, this role requires flexibility and strong organizational skills, as the individual will concurrently work on a range of projects and initiatives.

This position will report to the IMT Program Director for Commercial Real Estate Engagement. This is a Senior Program Associate Position:

  • Mid-level position.
  • A few years of experience in energy efficiency or related field.
  • Specific experience with utilities and/or energy efficiency policy
  • Strong research, writing and oral communication skills.
  • Contributes significantly to one or more programs, and assumes responsibility for DC work and the growing body of work on the intersection of IMT’s work and utility program implementation.

Responsibilities:

  • Coordinate IMT’s market transformation initiatives with the DCSEU, and serve as primary project liaison to the DCSEU and to other key local partners such as the District Department of the Environment (DDOE) and DC Council.
  • Develop and manage a detailed work plan for market transformation activities within the DCSEU.
  • Build relationships within the DCSEU, the city government, and with key stakeholders and partners in the community.
  • Work in conjunction with IMT’s COO and Program Directors to develop suggestions for new market transformation projects in the District of Columbia.
  • Co-author documents including white papers, articles, letters, proposals, blogs, and fact sheets.
  • Assist in ensuring appropriate bi-directional communication and information flow with IMT, the DCSEU and other partners related to market transformation activities in the District.
  • Coordinate efforts with stakeholders and partners at the local, regional, and national levels, as needed. Stakeholders may include academic partners, regional energy efficiency organizations, nonprofits or other companies, and federal agencies.
  • Ensure appropriate reporting to the DCSEU, DDOE and other funding and project partners.
  • Conduct basic analysis on data sets related to real estate and energy metrics, as well as the economic and energy impact of work performed, as applicable.
  • Conduct administrative tasks such as taking meeting minutes and drafting summary reports.

Qualifications:

•  Undergraduate or graduate degree in engineering, architecture, economics, business, political science, or fields relevant to energy efficiency, construction, buildings or real estate.

•  Four or more years of post-college work experience.

•  Demonstrated success in collaborating successfully with diverse stakeholders to achieve goals.

•  Ability to problem solve and influence decision-making processes in a diplomatic and collaborative manner.

•  Proven ability to manage several projects concurrently in a fast-paced environment. Excellent organizational and time-management skills.

•  A self-starter with the ability to see and pursue opportunities.

•  Experience with public policy analysis and research.

•  Strong writing and oral communication skills.

•  Interest in energy efficiency, green building, and related policy issues.

•  Energy Policy and Global Warming.  Promoting renewable energy polices that ensure that we address our energy and global warming issues wisely.  Areas that EWG has been active in include biofuels and nuclear power.

Description: Winrock is seeking Low Emissions Development Strategy (LEDS) Advisor candidates for the USAID-funded program entitled Protecting Ecosystems and Restoring Forests in Malawi (PERFORM). The program is focused on advancing Malawi’s low-emissions development through a suite of nationally-focused policy and capacity efforts coupled with site-based efforts to reduce deforestation and improve land management.  The goal of the project is to assist in ensuring that Malawi’s forest and soil resources are managed more efficiently, equitably, and sustainably. The program is expected to work at the regional, government and community levels, and will involve broad-based policy dialogue and technical capacity building. Winrock is responsible for leading PERFORM’s work on assisting Malawi to develop a low-emissions monitoring and analysis system. The Advisor will play a key role in supporting this work and toward ensuring PERFORM delivers lasting results with respect to Malawi’s low-emissions analysis and investment priorities.  The LEDS Advisor will be embedded within the Environmental Affairs Department and will coordinate very closely with Department personnel on a day to day basis. The LEDS position will work in close association with Winrock’s USA-based technical experts in Greenhouse Gas (GHG) accounting and mitigation analysts. The position will also be responsible for working with EAD to track and pursue opportunities for Malawi to access funding, including the development of public-private partnerships.

Responsibilities:

•  Lead and coordinate Low Emission Development work taking place under the PERFORM project

•  Support and facilitate improved coordination among Government of Malawi departments for the effective implementation of a national GHG inventory

•  Develop and implement GHG Inventory capacity building, communication, and outreach efforts

•  Assist EAD (GoM Environmental Affairs Department) to develop their capacity to compile, analyze, and conduct quality control and assessments of greenhouse gas accounting information and

•  Assist in the development of an annual training program to promote coordination and build understanding of issues surrounding GHG inventory development and monitoring

•  Develop GHG Inventory capacity-building plans specific to Malawian context. Given their overwhelming contribution to total GHG emissions in Malawi, the agricultural and forestry sectors are particularly high priority sectors.

•  Develop and adapt training GHG inventory and Low Emission Development materials for use in Malawi.

•  Pursue opportunities for sharing LEDS information with regional programs

•  Assist in the development of a GHG Management System

• Assist Winrock’s technical team and EAD to develop sector specific protocols for data collection, management and storage for priority sectors

•  Together with Winrock’s technical team, train government ministry staff in GHG data collection and baseline establishment

•  Support GoM in Low Emissions Development planning

•  Assist EAD to assess LED, GHG mitigation, and climate change adaptation options

•  Together with PERFORM team, develop and implement capacity building efforts on the use of selected LEDS planning tools

•  Develop tools and/or analytics that can aid in attracting and tracking finance and investment opportunities from public or private sources

•  Coordinate and communicate on a regular basis with Winrock’s Home Office.

•  Establish contacts with partners and clients to ensure coordinated implementation of project activities and represent the Winrock Team at key meetings.

•  Work closely with Winrock’s USA-based technical team

Qualifications:

Education: Bachelor’s degree (Master’s preferred) required in environmental policy, environmental economics, forestry, environmental science, natural resource management, conservation, natural science, sustainable development, climate change related fields or other relevant international development field.

Work Experience:

  • Knowledge of Malawi’s forestry and agricultural sectors and climate change policies
  • Minimum five years of combined experience working in forestry, environmental and economic policy, climate change policy, environmental and/or climate change finance, GHG emission accounting, and/or Low Emission Development Strategies.
  • Extensive experience developing training programs and working to build institutional capacity of government counterparts at the national and/or local level
  • Proven understanding of GHG inventories and management systems
  • Familiarity with international climate change policy and financing
  • Experience in development of private-public partnerships (preferred)

Skills:

  • Proven ability to successfully work with key forestry and agricultural sector government agencies, institutes, NGOs and experts (Malawian experience preferred)
  • Ability to build coalitions and networks that can provide synergies and sustainable solutions to forest management issues.
  • Must be comfortable in high-level representational role as well as interacting with beneficiaries.

Part-Time Stream Restoration Technician, Bergen SWAN – New Jersey

Responsibilities: For an existing stream restoration project along a waterway traversing the Emerson Woods Preserve, Emerson, NJ, installed in October 2013. Working independently, or with the assistance of other professionals (naturalists, engineers, watershed ecologists)

and volunteers:

  • Establish a thorough knowledge base of the project and the surrounding circumstances – tour the project, study diagrams and file documents, observe the landscape in and around the work site, talk with past and present key players.
  • Maintain healthy plantings – hand water, mulch, add soil amendments as necessary. Determine a viable regular source of water for the site. Replace sick or expired plants with the same or similar native species. Compile a list of recommended plants for the site with an emphasis on diversity and the best choices for erosion control and wildlife needs. Create a database of local sources for native plants and develop a relationship with the nursery owners.
  • Control invasive species – identify the range of invasives; create an action plan for eradication; weed out garlic mustard, stilt grass, violets, pachysandra and other problem plants. Orchestrate volunteer pulls on pre-determined dates.
  • Maintain site integrity – note and address any issues with regard to compromised fencing, intrusion by wildlife or vandals.
  • Document conditions at the site – regularly compare current plantings to the original planting list; record overall health of plants individually and collectively, noting any signs of disease, dieback, encroachment, or loss. Identify causes. Keep an eye on the flow and clarity of the stream. Photograph conditions and changes.
  • Prepare preliminary quarterly reports – Using the above documentation, prepare a quarterly report for submission to and editing by the Bergen SWAN Director, who will in turn submit it to the NJDEP Land Use Regulatory Program.
  • Optimize the stormceptor system – gain a technical understanding of how this system operates and how it should be periodically cleaned. Work with the Emerson DPW to implement twice yearly clearing out of debris. Report any system malfunctions.

Qualifications: The ideal candidate will have prior experience with planning, implementing, and managing ecological landscapes along waterways in the northeast, as well as a working knowledge of stormwater issues and practices, and familiarity with the Hackensack River Watershed. They should know native vs. invasive flora and fauna of the region. Good writing, speaking, and photographic skills are a must. They will need expertise with PC software necessary to produce professional looking reports. An ability to interact cooperatively with a wide range of key players – municipal representatives, naturalists, and volunteers, and Bergen SWAN staff – is key, as well as the facility for supervising a small group of volunteer workers.

The candidate must have stamina and a strong back as a good deal of physical work is required. Candidates must carry their own medical and workers’ compensation insurance as an independent contractor or via their employer, school, or other institution.
