Organization Overview

The U.S. Global Change Research Program (USGCRP) coordinates and integrates federal research on changes in the global environment and their implications for society. The USGCRP began as a presidential initiative in 1989 and was mandated by Congress in the Global Change Research Act of 1990 (P.L. 101-606), which called for “a comprehensive and integrated United States research program which will assist the Nation and the world to understand, assess, predict, and respond to human-induced and natural processes of global change.”

Description

The Office of Global Change is looking for strong candidates to fill a climate negotiator position working on adaptation issues. We support the U.S. Special Envoy for Climate Change in leading international negotiations
under the UN Framework Convention on Climate Change, the Major Economies Forum, and other international bodies. We shape the development and implementation of climate change and energy partnerships, including the Clean Energy Ministerial launched by the Major Economies Forum, work on Low Emissions Development Strategies, and cooperation on adaptation and land‐use issues. Work in a fast‐paced and high‐profile environment. Our work is demanding, intellectually challenging, and requires long hours and international travel.

Responsibilities

Depending on experience, negotiate on behalf of the United States in international climate change negotiations relating to adaptation.

  • Help formulate and implement U.S. government policy on issues relating to adaptation and related issues.
  • Draft memos, speeches, and talking points relating to policy and strategy.
  •  Manage international and bilateral adaptation programs and ensure that the use of funds advances U.S. policies and objectives.

Qualifications

  • Excellent interpersonal and oral communication skills.
  • Ability to write clearly and succinctly under time pressure.
  • Strong organizational skills and attention to detail.
  • Ability to reliably deliver on multiple priorities under tight deadlines.
  • Ability to operate significantly under own initiative, crafting proposals and policy recommendations with minimal guidance.
  • Academic background and experience in public policy, economics, and/or environmental issues.
  •  Strong team player who is eager to help resolve crises as they emerge.
  •  Ability to work with a wide variety of actors, including policymakers, representatives of other governments, business and the non‐governmental community.

The ideal Candidate would:

  •  Have 3‐8 years of experience in adaptation or related field, such as disaster risk management, and/or graduate degree in international development, climate change or related field.
  • Have experience in, or exposure to, international negotiations.
