The Energy Foundation is a public charity based in San Francisco, California, U.S.A. The Energy Foundation has a Beijing representative office that supports The China Sustainable Energy Program (CSEP, www.efchina.org), whose mission is to encourage China’s sustainable development through energy efficiency and renewable energy policy development. Our primary role is as a grant-maker, working with Chinese institutions, government decision-makers, and international experts to assist in China’s transition to a sustainable energy future. CSEP consists of eight program areas: Low Carbon Development Paths, Transportation Program, Renewable Energy Program, Electric Utilities Program, Buildings Program, Industry Program, Sustainable Cities Program, and Environmental Management Program.
The China Cities Program seeks to help China to reduce carbon emissions and air pollution in new and existing Chinese cities by promoting sustainable urbanization and transportation systems development. Our program creates models that integrate principles of sustainable development for urban planning/design and urban transportation, and then deliver them into national-level policies to ensure the nationwide replication.
Description:
The Energy Foundation is seeking a Program Analyst for its China Sustainable Cities Program (CSCP). This position will have the responsibility of leading the evaluation and assessment efforts to monitor, report, and institute continuous improvement of projects. In addition, responsibilities include communicating with related funders in explaining and reporting the progress of the program. The CSCP Program Analyst will report to CSCP Program Director.
Responsibilities:
- Manage aspects of the grants evaluation process to refine and improve programs and projects.
- Create quarterly narrative reports by soliciting staff contributions and compiling data for publication to be distribution to funders and partner organizations.
- Coordinate information, act as the hub, for international partners by being the primary point of contact.
- Conduct internal program analysis and fulfill grant evaluation responsibilities by managing timelines, tracking the work of grantees and contractors.
- Conduct external landscape analysis in collaboration with other funders, grantees, multilaterals, and other relevant stakeholders and share the analysis with the field.
- Develop related promotional materials in collaboration with the communication team.
- Create external and internal reporting materials, including funder’s report, Docket, newsletter, reporting slides, etc.
- Understand and share CSCP’s strategies with Partners, grantees, etc.
- Work with grantees and contractors to provide information, support and guidance in the submission of proposals, reports, and evaluations.
- Initiate proposals, reporting and aggregating information relevant to program work by identifying opportunities and responding to the field.
- Other related duties, as assigned.
Qualifications:
- Deep interest in the subject matter of clean energy, sustainable cities, and climate issues;.
- Bachelor’s degree or above, in a relevant field, plus 5 years experience in evaluation, communication and/or program management.
- Evaluation experience— demonstrated knowledge of developing and implementing evaluation criteria and models.
- Analysis and Synthesis— strong skills in data accuracy and the ability to examine and interpret a wide variety of data, synthesize the data and develop a recommended course of action.
- Communication, oral and written – makes effective presentations on complex topics to internal and external stakeholders, such as funders, staff, government agencies, etc.; writes clear and compelling documents
- Teamwork orientation— an ability to coordinate and lead project work and participate as a member of various project teams; values differences among team members and can work on behalf of groups representing multiple stakeholders
- Willing to travel within China to directly work and communicate with grantees in China.
