Description: The New York State Governor’s Office of Storm Recovery (GOSR) coordinates and implements New York State’s disaster recovery programs in response to damages sustained by Super Storms Sandy, Irene and Lee. GOSR provides funding and grants for housing, small businesses, infrastructure and community planning.

Position Summary:

Within the GOSR’s Economic Development team, the Program Manager will play a critical role in developing and advancing GOSR’s agenda and supporting the Program. The Program Manager will assist in planning, operations, policy/procedure development and expediting processing the pipeline of applications. The Manager will also complete additional Program tasks as assigned and will work with the Director of Small Business to identify potential Program impediments and develop solutions at the programmatic, local, state and/or federal levels.

Responsibilities:

  • Reviewing proposals/applications for program eligibility and compliance with Program policies and procedures
  • Providing technical assistance to Program Partners including interpreting program regulations and policy as needed
  • Assisting in developing policies and procedures for implementing, monitoring, and ensuring compliance
  • Supporting the Program Director in overseeing third-party implementers
  • Performing program-related analysis and reporting
  • Utilizing Excel and web-based file systems to process applications
  • Using knowledge of GOSR policies and procedures to communicate, execute and identify opportunities for improvement involving the programs systems and practices
  • Providing consistent, detail-oriented, professional product, as well as delivery of all work within established time frames
  • Preparing program communications and reports as requested
  • Assisting in providing support and/or data for external auditors as requested
  • Promoting effective work practices, working as a team member, and showing respect for co-workers.
  • Acting within scope of responsibilities in a manner consistent with GOSR guidelines, policies and practices.
  • Additional duties as may be assigned by Director of Vendor Management

Qualifications:

  • Bachelor’s degree in Public Policy, Business Management or equivalent work experience
  • A minimum of 4 years’ experience in a related field
  • Must be a New York State Resident or be able to relocate
  • Demonstrated excellence in managing complex projects involving multiple stakeholders in a fast-paced environment
  • Preference for candidates who also have an understanding of: construction, disaster recovery, CDBG-DR, federal and state environmental review processes, and/or federal verification of benefits processes
  • Ability to maintain a positive, solution-oriented attitude in a challenging, fast-paced environment
  • Strong attention to detail
  • Strong ability to manage multiple priorities
  • Proficient knowledge of Word, Excel (including formulas and report building), and PowerPoint
  • Ability to write well and work collaboratively with program and communication staff
  • Ability to think creatively and identify opportunities to increase efficiency
  • Strong interpersonal skills, and the desire to work collaboratively
  • Strong research and analytic skills
