Description: GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.

Responsibilities: Aim. The main aim of the role is to work with the Country Representative to engage with the Ministry of Construction, Ministry of Planning and Investment and the Vietnam National Mekong Commission in relation to GGGI’s programme of support. · Programme Management. The postholder will manage a project across a number of ministries, including the management of external consultants. The postholder will be expected to work as part of a team but also to take the lead where necessary. · Planning and Analysis. The postholder will support the government of Vietnam to analyze policy challenges in the local context; this will involve analysis such as the prioritization of green growth options utilizing methods such as multi-criteria analysis and cost benefit analysis. The postholder will need to understand the Government of Vietnam’s objectives as outlined in their Social Development Plan and help develop evidence-based solutions that are politically supported and practically implementable. The key outputs of GGGI’s work for 2015 will be working with the Ministry of Construction to produce a national green cities strategy and working with the Vietnam National Mekong Commission to produce a policy paper analyzing urban wastewater in the Mekong Delta. · Implementation. The postholder will be responsible for supporting the Ministry of Construction and the Ministry of Planning and Investment’s efforts to strengthen its capacity to develop and implement green growth policy. · Bankable projects. The postholder will be expected to work with the Ministry of Planning and Investment and colleagues from GGGI’s HQ to scope the potential to develop bankable projects for implementation. This will utilize the Government of Vietnam’s Investment Guidelines for Green Growth that was developed with support from GGGI. The bankable projects will focus on both public forms of investment but also that of the private sector. · Capacity building. Working through existing Government of Vietnam resources to develop the appropriate capacity to deliver on political and policy objectives. · Learning and feedback. Through working alongside government officials, the postholder will develop and capture learning from experience and feeding this back into GGGI Vietnam’s work. · Organizational development. The postholder will be expected to contribute to wider GGGI activities on green growth, to ensure that emerging thinking and best practice is captured and shared across the organization. This includes inputting into the design of research programs, sharing experience with other country offices and contributing to policy papers on related issues.

Qualifications: Education: Masters in a relevant field such as public administration, development economics, environmental economics, environmental technology, development studies, etc, coupled with six years of experience. We will consider additional relevant experience in lieu of a postgraduate education. Language: Fluency in English a must, Vietnamese a plus. Skills: The successful individual will have a strong analytical background, coupled with exceptional strategic thinking skills, a track record of senior-level interaction and political awareness as well as substantial work experience in a relevant field in Vietnam and/or the region. The postholder will demonstrate a balanced mix of the following skills and experience: Interpersonal skills Diplomacy. A track record of senior-level interaction, with an ability to communicate complex issues in a clear and simple way to a diverse audience. Political awareness. Acute sensitivity to the drivers and incentives of actors and their relative power and influence on decisions and processes. Cultural sensitivity. An ability to work effectively across different cultures, languages and professional backgrounds. Mentoring and coaching. Adept at supporting others and developing their skills and abilities through coaching and facilitating skills. Leadership. Successful experience engaging multiple stakeholders in Vietnam and/or other similar countries, and building consensus around a clear course of action. Public policy delivery experience Public policy. Experience of developing, delivering and monitoring the delivery of public policy, national level programmes and initiatives or equivalent strategic planning. Technical expertise Applicants should have a strong background of delivery at scale in any one of the areas below. This may be at a technical, investment or policy level, but ideally all three. Preference will be given to candidates that can demonstrate experience and knowledge that is applicable to the specific context of a middle-income country such as Vietnam. This does not necessarily have to include working in such a context. Economics. It is preferred that the postholder will have some experience of economic analysis used in public policy appraisal for development. This could include cost-benefit analysis, scenario building, and use and interpretation of statistical analysis for the purpose of informing public policy choices. Green growth / Climate Change. The postholder will understand the different dimensions of the climate change agenda and how it applies to growth and poverty eradication. In particular, applicants should understand the opportunities associated with the green growth agenda and the risks associated with climate change. The postholder will be able to identify and prioritise ‘green’ actions and policies that enhance and accelerate growth, whilst protecting the future natural resource base. In particular, practical policy or strategy experience of resource efficiency models. Sector experience. Experience in any of the following sectors would be an advantage: green cities, industry, water, energy, environment and financial.
