Our advisors, and the local capacity builders we work with, deliver support to over 2,000 clients. Present in DR Congo since 2006, SNV is committed to the reduction of poverty, and works to achieve this in line with national poverty reduction strategies. SNV DRC works in the Agricultural, Renewable Energy and Water and Sanitation sectors in three multidisciplinary portfolio teams across three provinces in the Democratic Republic of Congo.

Description

The Senior Forestry/Climate Change Advisor is an ex­pert in climate change mitigation in the energy sector with strong expertise is economic/financial analysis and knowledge of a variety of Forestry sector and urban environment topics including: forestry sector and urban environment policy, energy pricing/tariff setting, forestry regulatory functions, renewable energy development, energy efficiency, and Global Climate Change mitigation. The Advisor provides advice on project proposals submitted for CBFF funding and is expected to render capacity development services to support the design, preparation and supervision of projects/programs that:

  • Mitigate the climate change by reducing deforestation and its negative consequences, through community forestry-afforestation/reforestation;
  • Enhance forest community participation in environmental manage­ment and the private sector to derive economic benefit from forest non timber based products
  • The identification of projects that promote energy alternatives (briquette, biogas, etc.) for domestic and industrial energy consumption by urban/peri-urban communities
  • Expand private sector development and finance of renewable energy and technology improvement projects;
  • Contribute with top-notch analytical work to aspects of country policy dialogue dealing with incentive policies, financing structures, and institutional capacity devel­opment with regard to climate change, energy efficiency and renewable energy

The Advisor represents SNV DRC in technical meetings, workshops and conferences. The Advisor will be focal point person on the SNV DRC partnership with Price Water House coppers coordinating the partnership and

  • Render capacity development services to Civil Society Organizations to develop innovative local solutions to increase access to clean energy sources experience with specific clean energy solutions would be a requirement
  • Technical assistance to eligible Non-governmental organizations (NGO)
  • Screen proposals and conduct monitoring and evaluation visits

Candidate profile:

  • Environmental Management Msc, Forestry Management and Planning Msc. or advanced degree in Environmental Science,
  • A degree in Public management or Economics/Regional Urban Planning would be an added advantage
  • Experience with environmental policy studies
  • Knowledge and experience with program development in the areas of climate change mitigation or adaptation,
  • Knowledge and experience with program development in clean energy, sustainable forestry/land use with application to international development cooperation.
  • Previous exposure to forest community groups and an appreciation of their capacity development
  • Exposure to Geographic Information Systems and Carbon offset mechanisms
  • Experience with Conservation agriculture, Agro-forestry and Water and soil management
  • Proven track record in proposal development, capacity building, process facilitation, institutional development and resource mobilization;
  • Experience with mobilizing resources from carbon markets for the private sector;
  • Ability and experience in conducting environmental impact assessments, carbon emission studies and feasibility studies in carbon emissions;
  • Fluency in French and a working knowledge of English

Contract Duration: 2 years, with the possibility of renewal

Health services: good

Education: international schools available in both French and English

Security: Generally good. SNV has an elaborate security plan in place in Congo but alertness in general is required in practical daily life.

Accessibility: Daily flights to Europe and other parts of Africa from Kinshasa

Communication infrastructure: Telephone, fax, Internet/e-mail is satisfactory

Facilities: electricity and water are not available 24 hours long. Water tanks and solar panels are used as an alternative.
