Description:

The Assistant Director for Ocean Planning and Sciences Services will work with the Director to assist in the overall management and administration of the agency and oversee agency program areas related to the implementation and evolution of the Massachusetts Ocean Management Plan; regional ocean planning in state and federal waters pursuant to National Ocean Policy; coastal and ocean habitat assessment, management, planning and policy; and GIS / data management.

Key responsibilities of the Assistant Director include:
• Support for and coordination with CZM Director and EEA;
• Assisting the Director with strategic planning and policy review/development and oversight/direction of CZM functions related to:
– Estuarine and marine applied science, characterization, and management;
– Coastal water quality and habitat protection, management, and restoration;
– GIS data and information development, management, and distribution;
– Review of proposed ocean development projects.
• Management and supervision of staff; and
• Assistance in other agency administrative and management functions and duties.

Qualifications/Skills:

Applicants must have at least (A) five years of full-time, or equivalent part-time, supervisory or managerial experience in business administration, business management, or public administration.

Preferred Qualifications:

• Advanced degree (Masters minimum) in marine science, policy, or management, or related fields.
• Five years supervisory managerial experience in public administration or business management
• Seven or more years of direct, professional experience in coastal or ocean policy, planning, management, or science.
• Expertise and knowledge in contemporary principles of coastal zone management.
• Strong knowledge of biotic and abiotic properties of marine and estuarine ecosystems.
• Demonstrated skills and success in program leadership, management, and staff supervision.
• Demonstrated ability to analyze environmental and geospatial data, determine its applicability, draw conclusions, and make appropriate recommendations.
• Demonstrated ability to assess and resolve complex natural resource problems.
• Demonstrated experience working with federal, state and local governments and working in a public forum.
• Demonstrated experienced in coordinating with numerous organizations and groups in order to achieve strong and productive working relationships, collaboration, and integration.
• Demonstrated ability to coordinate projects effectively and to communicate results.
• Motivated and creative thinker.
• Strong writer and communicator.
• Ability to function both independently and as part of a team under a heavy workload.
