Description
This position is responsible for shaping energy policies in the context of Manitoba’s position within the broader Canadian and North American energy framework. The incumbent provides executive decision makers advice, policy recommendations and outlook information on a variety of renewable energy sources. Particular emphasis will be on hydroelectric related developments including generation, transmission, export sales and reliability. The incumbent carries out this role through leadership and consultation with various levels of government, other provinces and territories, utilities and inter-departmental working groups.
Qualifications/Skills:
The ideal candidate will possess the following essential criteria:
- Post secondary degree in a relevant discipline such as engineering, environmental studies/policy, political science, or economics.
- Several years experience working in the hydroelectric energy sector, with a focus on policy development and/or strategic planning and/or regulatory interpretation, enforcement and development.
- Significant experience conducting research, interpreting legislation and policies, and providing strategic briefing material with recommendations for senior officials.
- Experience working at a senior level on or with inter-jurisdictional steering committees, working groups and agencies.
- Experience supervising staff.
As well, we are seeking a candidate who demonstrates strong economic analysis and quantitative skills, has an understanding of electricity transmission issues and technologies, demonstrates excellent oral and written communication skills, possesses good interpersonal skills, has the ability to work effectively as part of a team, demonstrates sound independent judgement and strong analytical, problem solving and strategic thinking skills.
An understanding of the natural gas industry, energy regulatory processes in Canada, and climate change policies in Manitoba would be desirable.
