As part of both the International Government Relations Team and the Global Freshwater Team, the Senior Policy Advisor will lead TNC’s international policy engagement around freshwater issues. While based in the International Government Relations Department in the External Affairs Division, the position will also be an integral member of the Global Freshwater Team. The work will support the Great Rivers Partnership, a global partnership to affect integrated river basin management (IRBM) planning and execution for large rivers associated with the GRP globally. The work will also support the development and implementation of TNC’s Securing Freshwater Priority, a global strategy to promote investment in natural infrastructure to better provide sustainable water management solutions and services.

The Senior Policy Advisor serves as a liaison and informational contact between The Nature Conservancy and various partners who are part of the GRP network, including international agencies, conventions, national government officials, private groups, and policy staff of other non-governmental organizations. S/he tracks international and government policies and decisions that directly affect The Nature Conservancy’s freshwater conservation goals and represents TNC on freshwater issues of relevance to public policy deliberations and global environmental agreements. S/he may provide services that assist in influencing the outcome of international negotiations and commitments. S/he also serves as contact with the external professional community in the policy arena to keep abreast of new developments and opportunities that may be useful to the Conservancy and to report on and share the Conservancy’s experiences with others. The Senior Policy Advisor provides expert policy analysis and contributes directly to the Conservancy’s public funding strategies by providing input for proposal writing, negotiating with bilateral and multilateral agencies, and donor cultivation as needed.

The Senior Policy Advisor is based at the Conservancy’s Worldwide Office in Arlington, Virginia. This position reports to the IGR Director. The position currently supervises one Policy Advisor.

Responsibilities

  • Supporting the design and implementation of policy strategies to ensure achievement of the objectives of the Great Rivers Partnership and TNC’s Securing Freshwater Priority;
  • Represent TNC in a variety of governmental and non-governmental international freshwater policy processes, and serve as a senior representative with intergovernmental agencies and partners on a broad array of freshwater and conservation issues;
  • Help secure funding from bilateral and multilateral aid agencies to support TNC’s freshwater conservation objectives and projects, in collaborations with TNC regional and country office colleagues and IGR institutional relationship managers.
  • Provide strategic advice and guidance on freshwater policy issues to both the Global Freshwater Team and the International Government Relations Department.

Qualifications

  • Bachelor’s degree in political science, environmental policy, international relations or related field and 6 years of senior environment or conservation-related government relations/external affairs experience or equivalent combination education/experience. Master’s degree (if required).
  • Expert knowledge of international water policy and related processes and institutions and extensive international network of water policy relationships.
  • Experience managing and supervising a large multi-disciplinary team and managing a program budget.
  • Experience working with current and evolving political, legislative and conservation trends on an international level.
  • Experience in directing or participating in complex negotiations and presenting to and communicating with government officials, bi-lateral and multi-lateral institutions, international water agencies, corporate executives, board members and others.
  • Ability to work with partners/government agencies without violating any restrictions related to conflicts of interest, lobbying former employers, or influencing decision makers.
