Local Municipalities Respond to Executive Order 203

In a letter to New York State police chiefs and sheriffs, Governor Andrew Cuomo stressed the importance of “mutual trust and respect between police and the communities they serve.”  Governor Cuomo further stated that “to rebuild the police-community relationship, each local government must convene stakeholders for a fact-based and honest dialogue about the public safety needs of their community.”  This letter calls for a “collaborative” process that evaluates the department's current policies and practices. 

On June 12, 2020, Executive Order #203 - New York State Police Reform and Reinvention Collaborative was signed to “eliminate racial inequities in policing; to modify and modernize policing strategies, policies, procedures, and practices; and to develop practices to better address the particular needs of communities of color to promote public safety, improve community engagement, and foster trust ...”  This order directs municipalities to consult stakeholders in the creation of a plan that is to be made available for public comment. This plan was to be ratified via local law or resolution no later than April 1, 2021.
